Section 75 Partnership - Working Together for Better Mental Health Care

What is Section 75?

Section 75 of the National Health Service Act 2006 enables NHS organisations and local authorities to enter into formal partnership arrangements. This allows health and social care teams to work together seamlessly, share resources, and provide more integrated, person-centred care.

In Coventry and Warwickshire, these arrangements mean that Coventry and Warwickshire Partnership NHS Trust (CWPT), Coventry City Council, and Warwickshire County Council work in partnership to deliver integrated adult and older adult mental health services. The aim is simple: to provide the right care, at the right time, by the right person.

To provide the best possible mental health care for adults and older adults in Coventry and Warwickshire through the integration of NHS and local authority services.

 

Why does this matter?

Mental health needs are complex and often influenced by social factors such as housing, employment, and relationships. By bringing NHS clinical expertise together with local authority social care support, we can provide a holistic approach that helps people live fulfilling, independent lives.

 

Highlights from 2023/24

Community Mental Health Transformation

Completion of a three-year transformation programme, introducing:

  • New specialist pathways: Eating Disorders, Enablement (Rehabilitation), Forensic, and Personality and Complex Trauma (PACT).
  • Greater access to support at Primary Care Network level.
  • Closer working with Voluntary, Community and Social Enterprise (VCSE) partners and Experts by Experience.

  A new Social Care Offer was introduced, focusing on the social determinants of mental health, improving independence, and reducing reliance on long-term care.

 

Integrated Workforce

  • Over 170 social care staff seconded into CWPT teams across Coventry and Warwickshire.
  • Growth in social work roles funded through the Community Mental Health Transformation Programme.
  • Line management of local authority staff now sits with Social Care Managers, embedding the new ways of working. 

 

Tackling Health Inequalities

  •       Black Lives Matter project completed, leading to actions to reduce inequalities in Mental Health Act detentions.
  •       Launch of the Mental Health Act Detentions Project to address higher detention rates among Black communities.
  •       Co-production of Advance Choice Documents and culturally appropriate advocacy proposals.

 

Performance and Impact

  •       38,224 contacts managed by the mental health front door - an increase from previous years.
  •       Urgent referrals reduced to 2.8%, showing early intervention is working.
  •       More referrals directed to community and dementia teams and Coventry & Warwickshire Mind for tailored support.
  •       Continued rise in adults aged 18-64 receiving long-term mental health support.

 

Safeguarding

  •       Robust safeguarding agreements are in place across all partners.
  •       FY2023/24 saw a 3.6% increase in safeguarding concerns raised, with more cases progressing to full enquiries, improving safety and oversight.

 

Our Priorities for 2024/25

  •       Embed the transformed Community Mental Health services and the Social Care Offer.
  •       Strengthen the urgent care pathway to reduce unnecessary hospital admissions.
  •       Continue reducing health inequalities and improving access for all communities.
  •       Improve outcomes through performance monitoring and co-production with people who use our services.
